Last April Dish Network Corp. (NASDAQ: DISH) paid $320 million to acquire Blockbuster Inc. out of bankruptcy. Speculation at the time suggested that Dish would enter the streaming video and DVD-by-mail market in a direct challenge to Netflix, Inc. (NASDAQ: NFLX). Dish has scheduled a news conference this afternoon, where the company is expected to announce at least that Dish is entering the streaming video space.

The Obama administration is trying to eliminate a number of tax incentives that benefit the oil and gas industry and impose new fees on the sector. This strategy is part of a larger effort to pay for the recently proposed multi-billion dollar jobs bill and help cut the deficit.

The excise tax would be 9.7 cents per barrel of crude and would raise $19 billion. The administration has also proposed repealing a number of tax breaks that benefit the industry, with an estimated savings of $41 billion over 10 years.

Stifel Nicolaus analyst Jordan Rohan has boosted his rating on Yahoo to Buy from Hold, setting an $18 price target, to reflect his view that there is now an 80% chance that the company is acquired. He contends that erosion of the company’s fundamentals, along with pressure from activist holders, “has prioritized the outright sale of the company over the option to remain independent.”

Citigroup’s Walter Pritchard, Richard Gardner, Mark Mahaney, and Glen Yeung late last night offered up an update to Citi’s thinking about tablet computers, based on a survey of 1,800 consumers in the U.S., the United Kingdom, and China conducted through online surveys in July and August.
Broad conclusions are that the tablet computer could be a personal computer replacement in China, though maybe not in developed markets, and that the dominance of Apple’s iPad has increased since Citi conducted a similar survey in November of last year.
Tablet computer ownership has jumped from 3% to 18% of survey respondents since the year-earlier study, they write. Interestingly, so has PC ownership: laptops are now owned by 81%, up from 62%. Smartphone use has gone from 28% to 59%.
The number of people intending to buy a tablet has risen from 14% to 31%. Though smartphone and laptop ownership intentions have also risen, albeit by a smaller proportion.

China’s population is almost 2,300 times greater than that of Milwaukee, where Harley-Davidson Inc. (HOG) is based. The motorcycle maker still has more customers in its hometown.
About 100 cities in China, including Beijing and Shanghai, have restrictions that include banning two-wheel vehicles from elevated highways and major thoroughfares to curb noise and thefts, according to the state-affiliated Society of Automotive Engineers of China. That has stymied Harley’s growth in the world’s most populous nation.
“Regulations are a pain,” said Shanghai businessman Calvin Chen, who owns a $50,000 Harley V-Rod Muscle. “There are many roads you can’t ride on, and the rules differ from place to place.”
Harley is lobbying the Chinese and American governments to ease those laws in an effort to increase sales by as much as 40 percent a year through 2016, said Sean Jiang, its managing director for China. The biggest U.S. motorcycle manufacturer is quadrupling its number of dealerships and supporting riding clubs to capitalize on a luxury-car market that J.D. Power & Associates said will grow by about 35 percent this year.
“Any investment in China without addressing the regulatory requirements will be a castle built on sand,” said Jiang, who is based in Shanghai. “We need to be proactive in engaging with the government.”
